Focus of the Role

This role will support the BS-PP to drive timely implementation of its internal and external strategic communications. The Advisor will work closely with officials from the BS-PP and other relevant Government teams under the leadership of the BS-PP Coordinator.

Job Introduction

The Advisor will be a member of a new and growing TBI team in Burkina Faso, providing embedded support at the centre of government. The Advisor will report to the TBI Country Head and will be required to collaborate closely with other Advisors working in the BS-PP and across government.

Key Responsibilities

Specific duties include:

  • Develop relevant communication materials and activities in support of the BS-PP priority agenda
  • Provide strategic communication advice and capacity building support to relevant communication institutions within Government, in coordination with the BS-PP;
  • Help develop the BS-PP’s capacity to oversee implementation and coordination across key stakeholders – both within government and external partners;
  • Maintain active dialogue with international donor partners, local organizations, and various Government of Burkina Faso stakeholders in the communication sector;
  • Support the TBI Country Head to undertake political economy analysis and develop briefings on a need basis, including in preparation for high-level visits, among other tasks.

Additional TBI responsibilities:

  • Provide TBI’s Communication Department with material and content to enhance the visibility of TBI’s work in Burkina Faso;
  • Support communication efforts on TBI’s Sahel Strategy in international/regional events
  • Develop networks and recommendations to increase TBI’s visibility within Francophone media and related stakeholders as it relates to the Institute’s governance work in Africa;

Person Specification

The successful candidate will thrive in an environment where the importance of personal initiative, political analysis coupled with teamwork is critical. Above all she/he will build effective relationships, win trust, and help to communicate change within and outside government.

  • Ideally 5-10 years of experience working on strategic communication or in medias, especially in Sub-Saharan Africa and/or similar contexts
  • Strong knowledge of innovative communication tools and social media;
  • Excellent in building and managing effective relationships, including the ability to navigate complex political environments;
  • Ability to work under pressure;
  • Ability to present information in a concise, insightful and structured manner, both in written and oral form;
  • Experience working in Africa is preferred.
  • Fluency in French and a strong working knowledge of English are required.

TBI has been working in Burkina Faso since July 2019. The Institute is supporting the Presidential Program Monitoring Office (Bureau de Suivi du Programme Présidentiel, BS-PP) to oversee implementation of the President’s priority initiatives, particularly in sectors such as health and nutrition, water and sanitation, education, agriculture, energy and infrastructure. The aim is to help the Unit to become a sustainable high-capacity delivery structure within government, providing the critical function of implementation oversight and coordination.
