Focus of the Role

TBI’s Centre of Government and Delivery (CoGD) Team is a central function that provides technical leadership and support around TBI’s CoGD initiatives in Africa. Our mission is to become a global centre of excellence for learning and innovation in Centre of Government effectiveness. The Team, complementing TBI’s embedded advisory work currently spanning 15 governments throughout Africa, provides support to iterative solution curation and implementation, market development, and thought leadership.

 

Job Introduction

TBI is looking to hire an exceptional individual with experience and expertise across technology and government advisory. The role holder will advise and support our country project teams and partner governments on effective application of technology in the centre of government and delivery space. This is an exciting opportunity to join the Institute as a founding member of an expanding Centre of Government and Delivery Team.

Key Responsibilities

Key responsibilities for the role include:

  • Conduct market analysis and mapping for appropriate centre of government toolkits and services, and maintain intelligence on market needs, competition and gaps
  • Roll-out new/innovative toolkits and ways of working (tech and non-tech) that speaks to the objectives of partner governments and integrates the latest best-practice in centre of government, adaptive management and delivery in partnership with country projects
  • Oversee the implementation, customisation and adaptation of TBI’s delivery dashboard to ensure the tool continues to fit the needs of TBI project teams and partner governments
  • Mainstream technology-based approaches into TBI’s Centre of Government and Delivery service offerings and implementation approaches
  • Provide high-impact advisory support and capacity building in technology-based and innovate approaches to country project teams to ensure our projects maximise impact
  • Develop and maintain a system for knowledge management and dissemination for the CoGD Team in collaboration with the CoGD Lead, Governance Advisors and country teams
  • Serve as a focal point for issues related to technology application in the centre of government and delivery space across the Government Advisory practice
  • Support the Centre of Government and Delivery Lead on quality assurance, market development, and thought leadership initiatives to effectively deliver on the Team’s mission and strategy

Person Specification

This is a role in a fast-paced virtual team working out of different geographies and in complex policy areas. To be successful in this role you will need to be closely aligned with the Institute’s outlook and mission and be entrepreneurial in your approach to your work.

You will have the following skills, knowledge and experience:

  • A minimum of five years-experience in digital government services, gained in management consulting or government advisory
  • Experience in the end-to-end delivery of digital products or services within the government or private sector
  • Track record in digital solution development and implementation 
  • Excellent written and spoken communication skills
  • Excellent interpersonal, networking and negotiation skills
  • A strong professional network

The following are also desirable:

  • Experience in centre of government, governance and delivery in Africa
  • Experience in rapidly prototyping digital solutions, to be used in stakeholder presentations and ideation workshops
  • Experience in working together with or leading a software development team, preferably using Agile Methodologies
  • Knowledge in the development data-driven web applications, using modern software development tools.
