Focus of the Role

TBI is working with the Alliance for a Green Revolution in Africa (AGRA) as part of the AGRA-TBI Partnership on Catalysing Agricultural Transformation.

The programme aims to support governments in Mozambique, Ghana and Nigeria with delivery and investment promotion for agricultural transformation.

In Mozambique, the programme supports the Ministry of Agriculture and Rural Development (MADER) with an embedded advisor focusing on planning and reporting mechanisms within the Ministry to deliver the Minister’s vision.

Outside of this partnership, TBI also has a team of advisors embedded in the Ministry of Transport, Ministry of Energy and Ministry of Gender Affairs, with our work anchored in the Presidency.

Agriculture value added in Mozambique has grown extensively over the past year despite the pandemic, after a few years of sluggish growth.

The President and his Minister of Agriculture have an ambitious agenda for rural and national economic development through the transformation of the agri-food sector.

The Minister’s priority Sustenta Programme aims to integrate smallholder farmers into commercial value chains by leveraging public and private investments, clustering around commercial farmers and supporting outgrower schemes.

The Minister is keen to strengthen the existing Coordination Committee on the Agrarian Sector (CCSA) as a key tool for delivering this ambitious agenda on economic development through the agri-food sector.

To be effective, the CCSA needs to be chaired by the Presidency and leverage the political momentum to ensure collaboration between the various Ministries involved: Finance, Trade and Industry, Land and Forestry, Public Works, Transport, Energy, and others, as well as the private sector and development partners.

Key Responsibilities

  • Objectives: This assignment aims to support the Ministry’s case for strengthening the engagement of various Ministries through the CCSA. The goal is to document the economic outcomes expected from increased public and private investments into the sector, and how to align this investment across government agencies involved. It goes much beyond agricultural production, and looks at spillovers of investment in the sector onto the wider economic development of Mozambique. It is a two-part consultancy (“think and do”) with the first part involving a large-scale study of economic projections for the agri-food sector, and the second part narrowing in on investment opportunities for private investments.

 

This consultancy aims to facilitate cross-government coordination towards increased and more effective investments in the agri-food sector, achieving development goals envisioned by the President and his Cabinet. It is anchored around MADER as the Secretariat for the CCSA, and building on the support TBI and AGRA have been providing to the Ministry and government.

Duration: This assignment should be fully completed before July 2022, including all review of deliverables by TBI, AGRA, and MADER.

 

Person Specification

Relevant organizational and educational experience in agriculture, agro-processing, economics, statistics, business development, logistics, business administration and management, or other related fields (Master's degree or equivalent). The successful organization or candidate(s) must demonstrate a good understanding of the agri-food sector and wider economic eco-system as well as the government machinery, its structures and operating environment. Prior work with the Mozambican government is highly desirable.
