Focus of the Role

TBI’s Governance work supports the governments and leaders of and emerging economies to enhance their effectiveness.

We are focused on helping governments and leaders make their vision for the development of their country a reality. We work in the center of government and in key line ministries and our work is shaped by national priorities. 

In Senegal, we are developing a unique and innovative initiative the “Tech Policy Advisory partnership”.

This seeks to support the Government understand and take maximum advantage of latest developments in digital technology to drive the country’s digital transformation agenda (as set out in SN Numérique 2025).

This role involves supporting the Ministry of Digital Economy and Telecoms and the ADIE infrastructure agency who operates the newly built datacenter to build and deliver Government of Senegal Cloud offering (Strategy & Products).

The Advisor would report to the TBI Head of Tech leading our work at the ADIE and is required to be an active team player and contributor to overall project-wide objectives. This is a two-year fixed term role.

Key Responsibilities

  • Communicate with stakeholders (Government, TBI) to understand their requirements
  • Design and deliver Proof of Concept (PoC) and technical trial engagements to articulate and evangelise the depth and value of the Datacenter & Cloud solutions offering
  • Develop and design roadmaps, implement strategies & transformation plans focused on cloud journeys
  • Analyse existing client environments & recommend solutions that enables a to-be cloud vision
  • Support the delivery of transformation & recommend solutions that enable a to-be cloud vision
  • Support the delivery of transformation journeys through public, private & hybrid cloud offerings
  • Contribute to RFP & business case development
  • Contribute technical and product information on the functions, features and capabilities of the datacenter to support « presales » activities to prospective customers (national and/or international)
  • Act as a business and technical liaison between all stakeholders (Government, Customers, TBI)
  • Collaborate with multiple architecture and engineering teams overseeing storage, network and compute resources for data center deployments
  • Produce & deliver complex information & presentations which resonates to technical and non-technical stakeholders, both verbally and in written form
  • Keep abreast of technology trends and developments in the sector

Person Specification

We are looking for an exceptional Consultant / Advisor with:

  • Minimum of 5 years’ professional work experience in technology and/or government advisory
  • Experience of architecting, delivering or operating cloud solutions
  • Technical background within data center infrastructure technologies 
  • Knowledge of cloud industry trends, including public, private & hybrid cloud platforms & technologies such as AWS, Azure, Oracle Cloud Infrastructure or Google Cloud Platform
  • Having good connections with the datacenter industry, and sensitive to the trend, activities and opportunities in this industry
  • Understanding of application hosting services for an enterprise company, enterprise hardware (compute and storage), virtualisation, directory services, networking principle, automation.
  • In depth working experience in infrastructure solution (SAAS, IAAS, PAAS, …) Containerisation (Docker swarm, Kubernetes…)
  • Good communication and documentation skills required for design documentation, client architecture reviews, authoring Standard Operating Procedures (SOPs) and delivery of projects
  • Analytical mindset
  • Problem-solving aptitude
  • BSc/BA in Computer Science, Engineering or a related field
  • Prior experience working with government is highly desirable
  • Fluency in French and English required
