Do you have experience of consulting or working in the tech field to drive systemic and transformative change in an emerging economy? If yes, then we are looking for you!

We are looking to hire an exceptional analyst with strong interest in technology, government advisory and, particularly, health technology implementation(s). Our main objective in this role is to support the deployment of the Tech for Development initiative in Côte d’Ivoire, which has been enabled by a dynamic external partner across existing and new operations in our Government Advisory and Tech & Public Policy divisions. This landmark initiative will be delivered in 30 countries, with activity in Côte d’Ivoire already under way. 

Job Introduction

An exciting opportunity exists to work with the relevant ministries to implement a suite of technology products to support the health response and more. The post holder will support the in-country Tech for Development programmes in Côte d’Ivoire. This is a junior-level role requiring an ambitious candidate, ideally with relevant expertise, strong consulting capabilities, and a drive for results. 

Key outcomes of the role

  • Supporting the Head of Tech and Programme Manager in delivery and implementation of the Tech for Development country programme plan
  • Supporting the Tech for Development team in achieving tangible results, including deployment of solutions ranging from digital health offering to proximate use cases such as electronic health records, digital payments, digital ID, telemedicine, healthcare database management, agricultural technology, egovernment services, etc. 
  • Supporting in-country analyses that support the broader Tech for Development strategy 

Key Responsibilities

The post holder will support the Tech for Development team in Côte d’Ivoire and work with other TBI colleagues in delivering the workplan across key responsibilities, including:

  • Strategy and Planning: support in the design and implementation of the country strategy, including reporting on progress, supporting delivery, and coordination of work 
  • Analysis:  support in analysis within Tech for Development work streams, including addressing tactical requests from government stakeholders requiring in-depth analyses (e.g., benchmarking, performance reporting, gap analysis, strategy development) 
  • Government Relations: support the team in maintaining effective and trusted relationships with senior politicians in government, such as Presidents, PMs, Ministers, and Special Advisors
  • Execution and Monitoring: review and maintain project goals, plans, proof points and KPIs. Support the Head of Tech in-country, with project outputs and quality control, and design tools to support execution. Report and engage with Country Head of Tech to drive delivery, ideate, troubleshoot, and support multiple initiatives across TBI and within multiple countries as required
  • People: Shape and embody a culture that drives innovation and delivery. The post holder is expected to play a key role in the in-country team and will be expected to maintain strong working relationships with colleagues
  • External Relations (non-governmental): Support the country teams in preparing documents (e.g., presentations, briefs, reports) for engagement with relevant external stakeholders such as tech hubs/incubators, investors, other not for profit organisations, media, suppliers, and agencies
  • One TBI: the post holder will initially report into the e-health Manager, before transitioning to reporting into the country Head of Tech
  • Internal Reporting: The post holder will support the country Tech for Development team on internal reporting, by supporting key reporting products, such as assisting with the reporting for Objectives and Key Results, internal updates on Tech for Development workstreams and reporting against the Tech for Development strategic framework

Person Specification

We are ideally looking for a candidate with the following profile: 

  • A minimum of 2 years of experience, ideally in management consulting
  • Demonstrable experience in technology enterprises or digital transformation projects
  • Experience in business operations, technology, consulting, or advisory functions
  • Experience in digital transformation in other sectors or public service (highly desired)
  • Someone who is strategic and can challenge the status-quo and develop plans for successful growth and delivery of challenging objectives 
  • Strong time management skills and the proven ability to deliver against expected objectives
  • Someone who has worked or consulted in developing and emerging economies and is sensitive to a diverse range of cultural and regional norms, and will foster a positive spirit of collaboration between our countries and our tech transformation offerings
  • Ideally a bachelor’s or postgraduate degree or equivalent practical experience 
  • Fluency in French and English is required 
  • Strong skills in Microsoft PowerPoint and Excel, and a proven ability to conduct benchmarking analyses and present complex information in a concise manner
