Focus of the Role

TBI has been supporting the Government of Côte d’Ivoire since 2018 to promote the development of priority agricultural value chains, mainly cotton and cashew, in close coordination with the Cotton and Cashew Council and other key stakeholders. Today, our partnership also encompasses support to strengthen government delivery systems and develop digital solutions in key priority areas. On the beginning of a new development cycle, with the recent finalization of its new National Development Plan 2021-2025, the Government of Côte d’Ivoire is committed to deeply transform agriculture by enhancing raw material processing, through increasing private investment in value addition, technology, and the strengthening of the delivery of priority projects and programmes.

Job Introduction

The Senior Investment Advisor will therefore work in an agile way across various government institutions, including the Prime Minister’s Office, the Cotton and Cashew Council and other relevant ministries and agencies, to improve the country’s brand and help establish linkages with private investors, development finance institutions and other key partners. The postholder will be responsible for the priority sector value chains (including but not limited to cotton and cashew) of new investment projects origination, investment promotion strategy designing and promotion materials building, analysis, and policy recommendations to strengthen the current environment.

Key Responsibilities

The key responsibilities are as follows:

  • Support the Government’s investment promotional efforts in Cote d’Ivoire and abroad, including through the development of promotion material and targeted presentations
  • Strengthen the Government’s efforts to monitor and facilitate implementation of investment projects
  • Identify key binding constraints to the growth of priority sectors and provide tangible, high-quality and implementable advice on policy interventions to alleviate those
  • Identify and engage investors, distributors, and manufactures in the textile and cashew sectors and facilitate the development of potential investments into Cote d’Ivoire
  • Facilitate experience sharing amongst sector stakeholders
  • Support the TBI Investment & PSD Lead and other team members on various strategic and investment initiatives, including contributing to skills development of local
  • Coordination and collaboration with other relevant TBI Sector Practices, including Investment, Agriculture, Manufacturing
  • Provide regular reports and updates on activities and achievements

Person Specification

We are looking for an outstanding individual with a proven track record in investment promotion in the public or private sector, strategy consulting or banking. The successful candidate will thrive in an environment where the importance of personal initiative coupled with teamwork is critical. Above all they will build effective relationships, win trust, and help shape and influence change in Government.

With a good knowledge of investment promotion strategy and facilitation, the successful candidate will have a grounding in business development, project finance and public policy. Desired qualifications and competencies include:

Experience:

  • Ideally 5-10 years of work experience in the public, private or non-governmental sectors, including investment, finance, commercial law, business management, and consulting
  • Extensive conceptual and methodological skills and in applying qualitative and quantitative research methods
  • Experience with business or project development in Africa or emerging markets in considered a strong asset

Competencies and skills:

  • Excellent in building and managing effective relationships, including the ability to navigate a complex political environment. Experience working in Africa is desirable
  • Strong analytical, problem-solving, and decision-making capabilities
  • A creative and entrepreneurial approach to overcoming barriers and making change happen, and the ability to cope in an emotionally demanding environment
  • Strong team player, self-starter, motivated and proactive with solutions
  • Willingness to travel, sometimes at short notice
  • Fluency in French and English is required

Above all, we are looking for individuals with high levels of enthusiasm, resilience, and a can-do attitude. Experience of living and working in developing countries is desirable but not essential.
