Job Introduction

TBI has been working in Mozambique since 2015. The project is led by a Country Head under overall guidance from the Office the President of the Republic of Mozambique, with a team currently consisting of six embedded advisors supporting the Ministries of Economy and Finance, Energy and Mineral Resources, Agriculture and Rural Development, Transport and Telecommunications, and Gender, Social Protection and Children.

The Digital Transformation Delivery Advisor role is a unique position, offering the opportunity to support the implementation of the Government of Mozambique’s key digital priorities and lead scoping of new opportunities in Mozambique under our landmark Tech programme, which has been enabled by a dynamic external partner to support governments in developing transformation tech solutions to improve public service delivery.

This role entails working in close collaboration with government counterparts, as well as engaging broader public and private stakeholders, to lead scoping and partnership discussions, identifying areas of catalytic potential that are aligned with presidential priorities. A successful scoping exercise would result in a concrete offer from TBI to relevant government counterparts in support of a transformative technology and digitisation agenda, narrowing in on a few specific opportunities where TBI’s offering provides value and impact.

The Digital Transformation Delivery Advisor will work closely with the Country Director of Mozambique and with central TBI leadership, including the Head of eGov, supporting the Government in putting the right policies, plans and in the implementation of e-government digital priorities.  The Consultant will also develop TBI’s Mozambique strategy and approach for the Tomorrow Partnership, tailoring the value proposition to the specific needs and opportunities in the Mozambique context.

The position is full-time, with duration of 6 months and based in Maputo, Mozambique. The role will require working closely with senior government representatives mainly at the Ministry of Economy and Finance and will be responsible for establishing and nurturing relevant stakeholder relationships within the private sector and development partners.  

The role starts as soon as possible on the identification of a suitable candidate.

Key Responsibilities

TBI is seeking an exceptional individual with experience in technology and government advisory. The role holder will provide support to the Government of Mozambique and the TBI Mozambique team, setting the right policies and plans to deliver the e-government agenda and key digital priorities. The Digital Transformation Advisor will be responsible for:

  • Support the Country Director in Mozambique on quality assurance, market development, thought leadership initiatives to effectively delivery on tech and digitisation priorities within the Team’s mission and strategy;
  • Establish, review and maintain high level project goals and plans for TBI’s tech/digitisation portfolio in Mozambique, and lead their implementation;
  • Shape and embody a culture that drives innovation and results-orientation;
  • Engage key senior government counterparts on the Digital Transformation Government Program that are being monitored by the Ministry of Economy and Finance, and provide high quality advice on the available options to ensure delivery of these priorities;
    • Implement the digital Tax Management System – “e-Tax Payment”
    • - Implement an electronic visa system;
    • - Accelerate the interoperability of the Government's different electronic platforms;
    • - Digitize the company register and make it accessible to the public;
    • - Implementation of the electronic procurement platform for the acquisition of goods and services in State institutions;
    • - Digitize the notary services for movable and immovable property and land registry and make them accessible to the public electronically
    • Digital Governance and Economy (World Bank funded) which aims is to increase access to legal identification, digital public services, and digital business opportunities;
  • Complete an assessment of Mozambique’s existing digital architecture, including infrastructure, capacity, cloud landscape, financial models and government digital needs. This assessment of the data landscape should seek to understand government activities in both technical and policy terms on areas such as data centres, data sovereignty, and harmonisation;
  • Build strong relationships with senior public sector stakeholders, maintaining an in-depth understanding of current trends across the tech ecosystem, identifying opportunities for collaboration;
  • Develop relationships with actors across the broader tech ecosystem, including private sector and development partners;
  • Provide support to “The Tomorrow Partnership” Team and TBI Mozambique team in designing the tech/digitisation advisory strategy for TBI Mozambique project

Specific Deliverables of the Consultancy

  • Ministry of Finance has delivery plans and monitoring system for priority projects with its Digital Transformation Government Programme;
  • Development of an Implementation roadmap for the digital Government agenda, in collaboration with government counterparts, including a baseline to track progress
  • Development of a suite of options to support accelerated delivery of priorities under the Digital Transformation Government Programme, presented, review and adopted by the Ministry of Finance, and involvement of other relevant government stakeholders;
  • Digital infrastructure assessment completed;
  • TBI tech/digitisation strategy for TBI Mozambique developed, including identification of additional high impact areas for the partnership
  • Identification of partnership opportunities, including with national, regional and international tech sector actors

Person Specification

Required Experience & skills:

  • Significant experience in management consulting, and/or government advisory, related to digital transformation and advisory programme leadership
  • Experience in the development and operations of robust technology solutions in a public sector environment
  • Substantial experience in Digital Government
  • Familiarity with policy and regulation needed to foster and enable technology transformation for public good
  • Experience in project identification and strategy development, preferably in the tech sector, or linked to government advisory
  • Demonstrated ability to work effectively with a wide range of government and non-government actors, including the private sector and development partners
  • Bold thinker equipped to be a thought partner and peer to cutting edge technology companies as well as government leadership with an aim to thinking towards the future of innovation
  • Able to work independently, whilst drawing on expertise from colleagues based in the region and globally
  • Outstanding management skills and the proven ability to build and inspire teams to achieve exceptional objectives and contribute directly to outcomes hands-on;
  • Experience in developing and emerging economies, and sensitive to a diverse range of cultural and regional norms. Experience working in Southern Africa particularly on digital and technology transformation projects for public good would be an asset
  • Must be fluent in Portuguese and English

Education (Qualifications) Requirements:

  • Master’s Degree in a STEM subject, or in the field of economics, development, management, technology or other relevant area 
  • Computer literacy: Proficient in use of key Microsoft Office applications (Word, Excel, PowerPoint)
  • Excellent writing and communication skills in English
