Policy Lead, UK Net Zero

Job Introduction

This role sits in the UK policy team and research unit of the Tony Blair Institute for Global Change. Part of the wider Policy Futures team at the Institute, we produce, commission and curate high-quality empirical analysis with a view to developing a radical but practical policy platform to renew the centre ground of politics. With a primary focus on the UK, our aim is to develop an exciting, positive agenda for change to improve people’s lives and strengthen liberal democracy against a rising tide of angry populism.

We are looking to hire an exceptional candidate to work on Net Zero policy, reporting to the Head of Net Zero in the UK Policy Team. You will play a leading role in the development of an evidence-based narrative and policy agenda for how the UK can reach net zero emissions by 2050. You will lead the development of bold ideas, that are realistic but radical, backed by evidence, and capable of broad public appeal. You will have extensive experience of working with policy and analysis within the climate agenda. You will be comfortable producing and using economic and technical analysis to guide and justify your policy ideas and be able to position them within the big picture of the climate, fiscal and political challenges facing the UK today.

Key Responsibilities

• Leading the development of a coherent, radical centrist agenda for large parts of the net zero agenda (initial focus will be discussed at interview and is flexible to the candidates experience)
• Writing and publishing compelling reports that elucidate the policy challenges and solutions
• Developing an influential network of external stakeholder and experts to maximise impact on the wider policy debate around climate change and the net zero agenda
• Conceiving and developing panel events and seminars with external experts to inform the Institute’s thinking on environment issues and raise profile
• Commissioning and managing analytical work with external specialists and being comfortable in interpreting and using data to analyse, communicate and substantiate ideas
• Representing TBI on net zero related issues, including promotion of your own work, in the media and other public forums

Person Specification

• Extensive experience working within policy, strategy and/or analysis of the net zero agenda with experience of working at a “lead” level – working with autonomy and delivering your own projects
• A passion for using analysis and creativity to provide radical policy solutions that can help to revitalise the centre ground of politics
• A good grasp of economic concepts, markets and comfortable using quantitative analysis
• Willingness and ability to cultivate a network of key stakeholders to support the development of the Institute’s thinking and the impactful dissemination of its emerging views
• Excellent written and verbal communication skills. Able to communicate complex ideas succinctly and enthusiastically, whether in person or on the page

• Experience of promoting work and ideas and/or organising events
• You will also be an agile team player, capable of working reactively to provide briefing and commentary on current events alongside the longer-term pieces
• You will have a degree (or higher) in a social science or a related field

• Tech and Public Policy: exploring the policy challenges and opportunities presented by the technological revolution; and 
• Extremism Policy Unit: creating solutions designed to tackle the threat of extremist ideologies in the UK and around the world.
