Focus of the Role

TBI is currently expanding its assistance to African government leaders around energy and climate, responding to an increase in demand by our stakeholders and as part of a rapidly growing Institute.

Based on a long-standing partnership with the US Government’s Power Africa initiative, we implement the Power Africa Senior Advisors Group, an advisory facility that helps government leaders set out clear and ambitious policy directions and plans for their power sectors, and deliver effectively on those.

The work contributes to Power Africa’s targets of increasing installed power capacity by 30,000 MW and to creating 60 million new electricity connections to households and businesses by 2030, and has positioned TBI as a significant player for government advisory in African energy sectors.

The Power Africa Senior Advisors Group deploys Energy Advisors embedded in national local institutions (e.g. Ministries of Energy, Utilities, Rural Electrification Agencies, and Regulatory Authorities) for assignments of 2-4 years typically, but also short-term consultants.

Job Introduction

TBI is currently looking to expand our pool of expert energy consultants, who are interested in being added to the Institute’s roster of preferred suppliers, and looking for the flexibility to engage on an ad-hoc contractual basis on specific projects at an agreed day rate.

The consultants will be responsible for providing specialized technical/engineering assistance on selected topics either to the Energy and Climate Practice teams   or directly to our partner Governments. Topics might include (but not limited to): OTC and Day Ahead power pools; relevant trading platforms; transmission and distribution grid operations; power dispatching and ancillary market operations.

The consultant will be able to work remotely, although some traveling might be required.

Key Responsibilities

Tasks can vary and will be agreed on a case by case with the Energy and Climate Practice, but they could encompass the following:

  • Review of grid and market codes
  • Review of grid integration studies for intermittent energy sources
  • Writing of transmission service dispatching agreements
  • Development of capacity auctions platforms
  • Review of interconnection and transmission tariff methodologies
  • Provide second opinion on pre- and feasibility studies for power plants, grid extensions and off-grid solutions
  • Creation of LCOE models
  • International benchmarks for energy-related operational norms and standards
  • Technical assistance on market design and operations (eg. Ancillary Services markets)
  • Reporting
  • Support new programme development and business development activities as required by the Energy and Climate Practice

Person Specification

We are looking for an outstanding individual with a proven track record in energy operations. The successful candidate will thrive in an environment where the importance of personal initiative coupled with teamwork is critical. Desired qualifications and competencies include:

Experience:

  • Extensive experience in a TSO, Utility, Regulator, Developer or consultancy on a technical role
  • Engineering background

Competencies and skills:

  • Excellent technical knowledge of power systems, including power plants, high & low voltage networks and dispatching
  • Clear understanding of power pool and spot market functioning
  • Strong analytical and problem-solving capabilities
  • Good knowledge of African energy markets, possibly with a network of personal contacts within relevant stakeholders
  • Mastering of MS Office applications (Excel, Power Point and Word)
  • Ability to critically review a grid or market code and operational manuals
  • Fluency in English is required, French is a plus
