Focus of the Role

The Carbon Markets and Climate Finance Advisor will support Mozambique team, responsible for working across the wider energy and climate community of practice and the Global Client Solutions team, you will help the Government of Mozambique in establishing a Climate Finance Unit within the Ministry of Economy and Finance with the main objective of support the country’s efforts towards the efficient and effective mobilization of financial resources ahead of COP 28, for driving Mozambique’s low-carbon and climate resilient development with a specific view to minimize climate vulnerabilities while at the same time maximising the economic opportunities provided by the global green transition.

The Senior Advisor, Carbon Markets and Climate Finance reports directly to the Country Head, working closely with Energy, Agriculture and Transports sector.

Job Introduction

The position is full-time, with duration of 24 months and based in Maputo, Mozambique. The role will require working closely with senior government representatives mainly at the Ministry of Economy and Finance, and will be responsible for establishing and nurturing relevant stakeholder relationships within the private sector and development partners.   Key aspects will include practical support to the Government of Mozambique to:

  1. Establish a unit based in the Ministry of Economy and Finance responsible for climate finance and carbon markets across government.
  2. Identify and then advance opportunities for climate finance across GoM priorities into the financing framework of the national development planning and NDC processes in key sectors such as Energy, Agriculture and Land Use, Forestry and Transports.
  3. Support the delivery of the energy transition strategy, and the policy and regulatory framework necessary for GoM to effectively access carbon markets.
  • Understand and then capitalise on the opportunities presented by voluntary and compliance carbon markets, including identifying the institutional and regulatory preconditions to trade both domestically and internationally
  • Leverage carbon markets to fund mitigation projects such as carbon sequestration and renewable investments
  • Understand, identify, and advance opportunities to secure climate finance, for example through the Green Climate and Climate Investment Funds, the issuance of climate bonds or through innovative instruments such as debt for climate swaps
  • Enter into effective partnerships and coalitions with countries and institutions in areas of mutual interest such as integrating carbon markets, supporting coalitions of rainforest states, or helping implement commitments from companies and higher income countries make climate investments in lower income countries

Key Responsibilities

TBI is seeking an exceptional individual with experience in carbon markets and climate finance and government advisory. The role holder will provide support to the Government of Mozambique and the TBI Mozambique team, setting the right policies and plans to deliver the Climate Finance Unit four pillar approach:

  1. Strengthen the coordination and alignment of climate finance mobilization, both within Ministry of Economy and Finance as well as with key sectors and financial partners
  2. Facilitate and proactively contribute to policy dialogues and policy formulation to strengthen the enabling environment for green financing and investments
  3. Enhance resource mobilization from international sources of climate finance to catalyse low-carbon and climate resilient investments
  4. Establish climate finance tracking and monitoring to report progress.

The Climate Finance Advisor will be responsible for:

  • Support the Country Director in Mozambique to effectively delivery on the Team’s mission and strategy
  • Be TBI Mozambique advisory’s focal person on Carbon Markets and Climate Finance
  • Establish, review and maintain high level project goals and plans, and lead their implementation
  • Work with TBI in country team, the Climate and Energy Practices to ensure alignment and consistency in climate finance different workstreams
  • Develop and enhance our network, relationships, and partnership with partners who can complement our offer to government such as financiers, policy makers, and carbon market initiatives
  • Engagement with existing and future strategic partners (not-for-profit organisations, donors, media, suppliers, and agencies) on Carbon Markets and Climate Finance Initiatives
  • With the Global Client solutions team, support joint strategy and partnership governance, escalating challenges when needed
  • Shape and embody a culture that drives innovation and results-orientation
  • Engaging key senior government counterparts on the national/sectoral vision, priorities, and provide high quality advisory to senior government counterparts on the available options to ensure delivery of their development priorities
  • Coordinate capacity building efforts for the CoG’s counterparts, including implementing institutions
  • Build strong relationships with senior public sector stakeholders, maintaining an in-depth understanding of current trends across the climate ecosystem, identifying opportunities for collaboration
  • Develop relationships with actors across the broader climate ecosystem, including private sector and development partners
  • Support country director to understand Carbon Markets and Climate Finance opportunities and incorporate into TBI Mozambique country strategy in response to government demand;
  • Provide expert input to country teams as needed with government counterparts, e.g. joining and leading workshops as an expert. Provide ongoing support to resolve strategic questions as they emerge during implementation

Person Specification

As a senior advisor we are looking for a global expert who can engage with and support governments at the highest level. We are looking for an experienced candidate, with experience across the areas below:

  • Carbon markets
  • Engagement with climate funds such as the Green Climate Fund and Climate Investment Funds
  • Securing climate finance for adaptation, sequestration and renewable projects in developing countries
  • Engaging with Senior Government decision makers on issues of strategy and policy around carbon markets and climate finance
  • Understanding of relevant aspects of the UNFCCC COP process
  • Who is strategic, entrepreneurial, pragmatically optimistic and can challenge the status-quo and develop plans for successful delivery of challenging, ambitious objectives
  • With a strong consulting toolkit enabling you to explain complex topics in simple terms, develop polished client-facing deliverables
  • Who has a record of accomplishment cultivating and maintaining strategic alliances and partnerships across public, social, and private sector organisations,
  • Who is a skilled communicator and influencer, from executive office level through to technical level, is adept at speaking to senior leadership,
  • Adept at navigating ambiguous environments and is comfortable in a rapid growth environment and at managing up and beyond hierarchy
  • Knowledge of or curiosity to learn how climate change will impact Mozambique’s energy and food security
  • Who has worked or consulted in developing and emerging economies and is sensitive to a diverse range of cultural and regional norms, and fosters a positive spirit of collaboration
  • Who commits to business objectives and pulls out the stops to make sure they are always met
  • Fluency in Portuguese and English is required with proficiency in an additional language an advantage
